The Title III Dear Colleague Letter is guidance issued by the U.S. Department of Education to institutions participating in Title III programs under the Higher Education Act. It clarifies program requirements, allowable uses of grant funds, reporting and compliance expectations, and policy updates to help eligible institutions—such as Minority-Serving Institutions and Strengthening Institutions—properly administer their Title III grants.
